They are implemented by different public and private partner organizations, including civil society organizations, United Nations Agencies, and European and Brazilian financial institutions. For the conversion of the values from EUROS to REAL, a rate of 1 EUR = 6.50 BRL was applied. The aim has been to combine resources from the EU, its Member States and European financial institutions. The virus knows no boundaries; as long as it exists somewhere in the world, it remains a threat to public health everywhere, and therefore fighting the pandemic together is in everyone’s interest. Solidarity, cohesion and convergence are the basic principles of the European Union’s response, both internally and in cooperation with its partners. The European Union is a strong defender and supporter of international cooperation, multilateralism and notably the World Health Organization (WHO) in its crucial role in the fight against COVID-19. The EU and Member States are among the world’s leading donors of international emergency aid. In these challenging times, the exchange of experience, scientific cooperation, solidarity and the protection of the rights of the most vulnerable are actions that can help us get out of this unprecedented crisis and guide us towards an inclusive recovery for all. This is why, despite our own difficulties, the European Union has decided to mobilise resources swiftly from its cooperation programs in the Latin America and Caribbean region, as part of the global response to combat COVID- 19. The COVAX facility managed by GAVI is instrumental in making the COVID 19 vaccine accessible to vulnerable groups in all parts of the world. The EU and EUMS are the main donors with 2.47 billion euros. European investments have accelerated the development and production of vaccines, contributing not only to the control of the epidemic in the European Union but also in the rest of the world. Brazil has also signed up the COVAX Facility and contributed with 803 billion reais to immunize 10% of its population. The global efforts to make vaccines accessible to all countries aims to get out of the devastating global health crisis as soon as possible. A União Europeia (UE) tem envidado esforços no que denominou ”Equipe Europa” para apoiar os países parceiros na luta contra a COVID19. O objetivo tem sido combinar recursos da UE, seus Estados-Membros e instituições financeiras europeias. O virus não conhece fronteiras; enquanto existir em algum lugar do mundo, continua a ser uma ameaça à saúde pública em todos os lugares, e portanto, combater a pandemia juntos é do interesse de todos. Solidariedade, coesão e convergência são os princípios básicos da resposta da União Europeia, tanto internamente como em cooperação com os seus parceiros. A União Européia é uma firme defensora da cooperação internacional, do multilateralismo e do papel fundamental da Organização Mundial de Saúde (OMS) na luta contra a COVID19, e é a principal doadora mundial de ajuda internacional a emergências. Nestes tempos difíceis, a troca de experiências, a cooperação científica, a solidariedade e proteção dos direitos dos mais vulneráveis constituem ações capazes de nos ajudar a sair dessa crise sem precedentes e de nos orientar para uma recuperação inclusiva para todos. E é por isso que, apesar de nossas próprias dificuldades, a União Europeia decidiu disponibilizar recursos imediatamente por meio dos programas de cooperação com a América Latina e o Caribe, como parte da resposta global em apoio aos esforços dos países parceiros no combate à COVID-19. A União Europeia e seus Estados Membros têm contribuído para a pesquisa e desenvolvimento de vacinas bem antes da pandemia. Para a iniciativa COVAX da OMS, que facilita o acesso à vacina contra a COVID-19 para os mais vulneráveis, a contribuição da UE e de seus Estados Membros corresponde a 16 bilhões de reais. Os investimentos europeus aceleraram o desenvolvimento e fabricação das vacinas, contribuindo não somente para o controle da epidemia na União Europeia mas também no resto do mundo. O Brasil fez uma contribuição de 803 bilhões de reias e receberá da COVAX uma quantidade sufficiente para imunizar 10% de sua população. The global efforts to make vaccines accessible to all countries aims to get out of the devastating global health crisis as soon as possible. In its Strategic Partnership with Brazil, the European Union is committed to continued cooperation in the search for solutions that mitigate the human and socioeconomic costs of this crisis. All the representations of the EU member countries in Brazil are involved in actions to tackle the effects of the pandemic. This publication, which is not exhaustive of all the initiatives supported by the European Union, presents some examples of actions taken to fight against COVID 19. The European Union Delegation in Brazil and the Embassies of the Member States of the European Union join efforts with Brazilian institutions to accommodate the raising demands of the Covid-19 pandemic. The support actions have two strands: Firstly, physical emergency aid provided mainly through existing projects financed by the European Union and its Member States. Work plans are adjusted in order to include actions to prevent and combat the pandemic. Projects include, for example, information campaigns on the pandemic, basic food baskets and hygiene materials. 70 actions were supported for the amount of 22.6 million euros in grants. Secondly, the European Union financial institutions have mobilized € 635 million in loans, for example to support the government’s emergency aid programs or to support the economic recovery of micro and small businesses in north-eastern Brazil. The European Union understands that getting out of the global economic crisis caused by the pandemic requires solidarity, because the degree of interconnection of the world’s economies is very high. As Josep Borrell said in his blog “We are all in the same boat and we are bumping into an iceberg. Em sua parceria estratégica com o Brasil, a União Europeia está empenhada em continuar cooperando na busca de soluções que atenuem os custos humanos e socioeconômicos desta crise. Todas as representações dos países membros da UE no Brasil estão envolvidas em ações para enfrentar a pandemia. Esta publicação, que não é exaustiva de todas as iniciativas apoiadas pela União Europeia, apresenta alguns exemplos de ações no enfrentamento à COVID 19. A Delegação da União Europeia no Brasil e as Embaixadas dos Estados Membros da União Europeia somam esforços com instituições brasileiras para acomodar as demandas decorrentes da pandemia da Covid-19. O apoio tem dois elementos: primeiro, ajuda emergencial dada por meio dos projetos existentes financiados pela União Europeia e por seus Estados Membros, os quais ajustaram seus planos de trabalho para incluir ações de prevenção e enfrentamento da pandemia. Apenas para citar alguns exemplos, os projetos lançaram campanhas de informação, ofereceram cestas básicas e material de higiene e produziram máscaras de proteção. Foram apoiadas 70 ações mobilizando por volta de 146,9 milhões de reais em subvenções. Segundo, as instituições financeiras da União Europeia mobilizaram 4,12 bilhões de reais em empréstimos, por exemplo para apoiar os programas de ajuda emergencial do governo ou para apoiar a recuperação económica de micro e pequenas empresas no nordeste do Brasil. A União Europeia entende que sair da crise econômica mundial provocada pela pandemia requer solidariedade, porque o grau de interligação das economias do planeta é muito elevado. Como disse Josep Borrell em seu blog “Estamos todos no mesmo barco e chocamos contra um icebergue. Neste momento, o que é necessário é evitarmos, entre todos, que o barco se afunde.” Ignacio Ybáñez, Embaixador da União Europeia no Brasil Team Europe (EU and EU Member States) contributed EUR 2.47 billion to the COVAX facility, which provides vaccines to vulnerable groups all over the world. So far, over 40.5 million doses have been delivered to 118 countries. In early May 2021, the COVAX facility delivered 3.9 million doses of COVID 19 vaccines to Brazil. A Equipe Europa (UE e Estados Membros) contribuiu com BRL 16 bilhões com a iniciativa COVAX, que distribui vacinas a grupos vulneráveis em todo o mundo. Até o momento, mais de 40,5 milhões de doses foram entregues em 118 países. We support Brazil towards the integration and peaceful coexistence of Venezuelans by improving the health response, community engagement and the stability of affected communities. Amount: EUR 165,167 HIGHLIGHTS Support the Area of Protection and Care, a field hospital set by Operação Acolhida in Boa Vista in response to COVID-19 serving up to 2,000 Brazilians and Venezuelans. Strengthen the National Committee on Refugees (CONARE) in recognition of Brazil’s world leading role on refugee status determination of Venezuelans Reducing spontaneous occupations and providing sheltering options for Venezuelans in street conditions, thus favouring peaceful coexistance with host communities. TEAM EUROPE SUPPORT TO BRAZIL’S FIGHT AGAINST COVID 19 APOIO À OPERAÇÃO ACOLHIDA JUNTO AO ACNUR Esta ação regional visa fortalecer a resposta ao COVID-19 em toda a região e seu impacto sobre os refugiados ou migrantes venezuelanos e suas comunidades anfitriãs no Brasil, Colômbia, Equador e Venezuela. Apoiamos o Brasil na integração e coexistência pacífica dos venezuelanos, melhorando a resposta à saúde, o envolvimento da comunidade e a estabilidade das comunidades afetadas. The lack of data disaggregation makes it difficult to recognize the regions and peoples most affected. Another serious problem is the lack of data on indigenous people living outside homologated indigenous lands, which includes both city dwellers and populations who are waiting for the completion of the long process of demarcating their lands. A campanha produziu 400 mil máscaras contra a Covid-19 por pessoas privadas de liberdade de 23 APACs dos estados de Minas Gerais e do Maranhão (APAC é uma entidade civil sem fins lucrativos dedicada à recuperação e à reintegração social de pessoas condenadasa penas privativas de liberdade). The financial resources were provided by the EU under the European Instrument for Democracy and Human Rights and were used to buy sewing machines and hygiene materials, as well as materials to manufacture and sterilize masks. Os recursos são oriundos da União Europeia, através do Instrumento Europeu para a Promoção da Democracia e dos Direitos Humanos (IEDDH), e foram utilizados para a compra de máquinas de costura e equipamentos de higienização e esterilização das máscaras, além da matéria-prima. The masks were donated to the communities surrounding the APACs, health departments, nursing homes, public agencies and charities and as well as to APACs interns and employees. The action got the support of other partners and reached the production and donation of 2 million face masks. Amount: EUR 53,846 TEAM EUROPE SUPPORT TO BRAZIL’S FIGHT AGAINST COVID 19 As máscaras foram doadas para as comunidades do entorno das APACs, secretarias de saúdeRL, asilos, órgãos públicos e instituições beneficentes, assim como para internos e funcionários das APACs. A ação ganhou outros parceiros e alcançou a produção e doação de 2 milhões de máscaras. Montante: BRL 350.000 O APOIO DA EQUIPE EUROPA AO BRASIL NA LUTA CONTRA A COVID-19 16 PROMOTING DIALOGUE, EXCHANGE OF EXPERIENCE AND GOOD PRACTICES PROMOVENDO O DIÁLOGO, TROCA DE EXPERIÊNCIAS E DE BOAS PRÁTICAS FRENTE NACIONAL DE PREFEITOS – ACESSOCIDADES FRENTE NACIONAL DE PREFEITOS – ACESSOCIDADES MORE ACCESSIBLE AND CONNECTED CITIES Taking account that city mobility was strongly impacted by the COVID 19 pandemic, the objective is to improve urban mobility policies in Brazil, as a tool for the integration of sustainable urban development policies and to reduce inequalities. The project will strengthen the associations of mayors and local managers and will provide the necessary tools to design local integrated solutions for urban accessibility and local sustainable development. It will also identify good practices of local authorities for public transport services, hygiene and sanitary procedures for public transport in the context of COVID 19, innovation and technological solutions. TEAM EUROPE SUPPORT TO BRAZIL’S FIGHT AGAINST COVID 19 Esta ação irá melhorar o acesso da população rural a água potável de qualidade e saneamento e tratamento de esgoto adequados, bem como fortalecer as capacidades das empresas operadoras locais (SISARs – Sistemas Integrados de Saneamento Rural). O KfW e a LAIF contribuirão para o cumprimento da meta brasileira de universalização dos serviços básicos de água e saneamento e para o desenvolvimento socialmente inclusivo em um dos Estados mais afetados pelo COVID19. O KfW – Banco de Desenvolvimento da Alemanha assinou um empréstimo de BRL 2,11 bilhões com o Governo do Estado do Ceará. Este montante é complementado com uma subvenção de BRL 295,75 milhões da Facilidade de Investimento para a América Latina (LAIF) da Comissão Europeia e BRL 528,12 milhões do Estado do Ceará. O APOIO DA EQUIPE EUROPA AO BRASIL NA LUTA CONTRA A COVID-19 32 BELGIUM Contributing to the global efforts against COVID-19, Belgium has pledged to allocate EUR 22 million additionally to its 2020 humanitarian budget. Half of this total budget finances many multilateral partners on a flexible way, mainly CERF, OCHA, UNICEF and UNHCR. FUNDO SOLIDÁRIO MANAUS In response to the COVID 19 crisis in Brazil, the Embassy of Belgium has supported different projects in the most affected areas like Manaus where products of basic needs were distributed to more than 500 vulnerable families, with the help of Fundo Solidário Manaus managed by the authorities of the town. CÁRITAS RONDÔNIA In collaboration with Caritas Rondônia, the Embassy of Belgium has also financed the distribution of products from family agriculture, providing basic food to families in need, homeless people and migrants in Porto Velho. The products were produced and supplied by the cooperatives of UNICAFES, a local partner of the Belgian NGO Trias financed by the Belgian Cooperation. FUNDO SOLIDÁRIO MANAUS Em resposta à crise da COVID-19 no Brasil, a Embaixada da Bélgica apoiou diversos projetos nas áreas mais afetadas, como Manaus, onde produtos de necessidades básicas foram distribuídos a mais de 500 famílias vulneráveis, com a ajuda do Fundo Solidário Manaus administrado pelas autoridades da cidade. CÁRITAS RONDÔNIA Em colaboração com a Caritas Rondônia, a Embaixada da Bélgica também financiou a distribuição de produtos da agricultura familiar, fornecendo alimentos básicos para famílias carentes, moradores de rua e imigrantes em Porto Velho. WALLONIE BRUXELLES INTERNATIONAL (WBI) WALLONIE BRUXELLES INTERNATIONAL (WBI) In the context of the sanitary crisis, Wallonie Bruxelles International (WBI) has promoted scientific cooperation between Brazil and Belgium, coordinating the introduction in Fortaleza of “Breath4Life”, an open source model of respirator developed by the Belgian university UCLouvain in response to an emergency and not for a commercial purpose. These government cooperations are contributing to strengthening the Brazilian public health system and public administration in general. DIGITAL HEALTH TRANSFORMATION The Danish-Brazilian Strategic Sector Cooperation on better use of health data and digital health (20162023) aims at supporting better access to quality healthcare services and products in Brazil. Currently, the cooperation focus on supporting ambitious digital health transformation processes by the Brazilian Ministry of Health. In addition, Denmark continues supporting the development of better framework conditions for approval processes around pharmaceuticals. Amount: EUR 2 million (2016-2023) DIGITALIZATION AND INOVATION The Danish-Brazilian Strategic Sector Cooperation on digitalization and innovation (2015-2022) aims at improving framework conditions for a digital transformation of public services in Brazil that will enable Brazilian authorities to provide much higher efficiency and transparency to its citizens. The project also supports bilateral cooperation on innovation and protection of intellectual property rights, including within health research, which is the sectoral focus for 2021-2022. Amount: EUR 1,8 million (2015-2022) DINAMARCA Desde 2015, as autoridades dinamarquesas têm compartilhado conhecimento e experiências com seus parceiros brasileiros em soluções sociais na área da saúde e da digitalização, com o objetivo de inspirar o Brasil na melhoria de suas condições para o desenvolvimento sustentável e o bem estar social.
